Q: WHAT FORMS DO I NEED TO BEGIN MANAGEMENT?
A: You will need to complete, sign, and return (a) the management agreement; (b)
the W-9 form and (c) the Understand Whom Real Estate Agents Represents Form. All forms
can be found under Owners Resources on the website. A Certificate of Insurance must be
received within seven (7) business days of receiving the three (3) documents noted.

Q: HOW LONG DO I KEEP THE UTILITIES IN MY NAME?
A: Utilities stay in your name and you continue to pay the utilities until the date a tenant
takes possession of the property. Per Maryland Law, the water/sewer bill must remain in the
owner’s name. As the owner you will always receive a water/sewer bill for the property. If the
tenant is paying water/sewer, Top Tier will also receive the same water bill and will invoice
the tenant accordingly. Calculations will be made for any water/sewer reimbursements due once
a tenant takes possession.

Q: WHO IS RESPONSIBLE FOR NOTIFYING THE UTILITY COMPANIES OF NAME CHANGES?
A: It is the tenant’s responsibility to notify and have the utilities placed in the
tenant’s name as of the date the tenant takes possession of the property. We request the
tenant provide us with the confirmation numbers they received from the utility companies
before move-in. As a safeguard we will call the utility companies to confirm the utilities
are in the correct parties’ name. When a tenant vacates a property, Top Tier contacts the
utility companies to place the utilities back into the owner’s name.
